Development is responsible for executing strategic land development opportunities that include the delivery of Transit-Oriented Communities (TOC), the use of surplus lands for social purpose outcomes (e.g., attainable housing, health care and long-term care), and the planning and delivery of landmark projects like the redevelopment of Ontario Place.

Position Purpose:

As a Senior Program Strategy Advisor, you will be a central figure in the Transit-Oriented Communities (TOC) programs, influencing program strategy with an emphasis on client relations, achieving program objectives, and team deliverables. You will support the TOC programs with clarity and insight, while providing strategic advice on government approvals (in collaboration with IO Agency Governance team), establishing consistency of approaches, and disseminating best practices and lessons learned.

What You Will Do:

  • Advise on and implement key program-to-government interface with ministry partners and generation of deliverables in support of program-level government approvals.
    • Act as the primary contact within the TOC program to the Ministry of Infrastructure TOC team for day-to-day matters.
    • Develop and maintain key relationships with internal and external counterparts, including Metrolinx and private sector partners, and advance frameworks critical to advancing TOC approvals.
    • Manage TOC approval and pre-briefing timelines and coordinate with critical transaction and transit project milestones.
  • Establish consistency of policy, strategy and engagement approaches across TOC teams and disseminate best practices and lessons learned.
    • Collaborate with the IO Agency Governance and Partnerships teams to ensure TOC policy work is consistent with IO’s strategic plan, has the requisite Government approvals and is subject to enterprise partnership strategies and best practices.
    • Coordinate across the TOC programs to establish a consistency of approach to policy implementation and produce program content materials.
    • Provide research or analysis on program-related matters, including provincial legislation, municipal reports, and emerging best practices, and advise on its relevance to the TOC program.
  • Provide day-to-day operational coordination and project management support to facilitate government reporting and to ensure programmatic alignment of teams for both the subways and GO/LRT portfolios.
    • Organize and administer weekly team meetings, prepare presentations, triage priority items to the appropriate forum, and update data into trackers and databases.
    • Maintain accurate trackers, lead internal meetings originating from the Program Strategy team (e.g., MOI-IO client calls, internal team huddles), and maintain the SharePoint database.
    • Support the program director in managing client relations with MOI.

What We Are Looking For:

  • Education and Experience:
    • Professional learnings in public administration, business, economics, management, urban planning, architecture, or engineering.
    • Several years of in-depth and related experience.
    • Master’s degree or equivalent professional certification in public administration, business, economics, management, urban planning, architecture, or engineering (Asset).
  • Specialized Knowledge:
    • Previous experience in a management role within a government ministry and/or public sector.
    • Experience drafting and/or reviewing various government or agency approvals or briefing presentations.
    • Understanding of government machinery and experience building frameworks for implementation.
    • Experience in the implementation/delivery and/or oversight of land development projects.
  • Skills and Personal Attributes:
    • Strong advisory and implementation skills.
    • Excellent coordination and project management abilities.
    • Ability to establish and maintain key relationships.
    • Proficient in policy and strategic approach consistency.
    • Skilled in research and analysis on program-related matters.
    • Problem-solving, results orientation, fostering teamwork.
    • Background in transit, land development, or government relations.

The hiring range for this position is $82,800 – $124,100, with a corresponding job level of P4.  The exact compensation will align based on the skills, knowledge and experience of the candidate.
