A career at Infrastructure Ontario (IO) is driven by a passion for delivering world class infrastructure for the people of Ontario.  At IO, data and analytics is critical component to the for the organization bringing information and insights in support of decision making that builds capital assets and facility management decision every day.  We are seeking an individual who posses’ strong curiosity, a drive to be self-determined, and with strong sense of empathy to appreciate others to lead a team to success.  The data and analytics function is relatively new and the Director will have an opportunity to shape the strategic goals of the unit.  In addition, the successful candidate will influence the shape of enterprise data practice at IO, to elevate the relative low data maturity of business areas in to build the data literacy culture through leadership in enterprise data governance.

Position Summary:

The Director, Data and Analytics reports to the Vice President, Insights and works closely with other units that includes the Research Unit and Surveys and Geomatics Unit.  The Director leads a team of Data Scientists and Data Governance, the role is both technical and strategic and hands-on technical work is expected at times. This role involves collaborating with various teams to drive evidence-based decision-making and leading data governance and quality practices. Collaboration and partnership is critical to the success of this function.

What you will do:

  • Build and manage a high-performing analytics team, focusing on generating meaningful business insights and developing analytical models.
  • Provide leadership in the implementation of an enterprise data strategy taking a collaborative and inclusive approach together with IT and IO business areas. Understanding of data collaboration framework and experiences in implanting such a framework is an asset.
  • Establish and lead an enterprise data governance practice, ensuring data access, quality, integrity, and compliance. Develop and maintain data governance policies and collaborate with business and IT. Emphasis in year one will be towards implementation of an enterprise data governance practice along with developing the data assets under a new data platform (Azure ecosystem).
  • Drive the adoption of data governance principles and practices to enhance data quality and support strategic business objectives. Strengthen data quality management strategy for the organization including development and implementation of data quality practice such as data profiling, assessment, validation, cleaning, monitoring through platform and code centric practice. Provide support and expertise for the data governance committee and working groups to implement enterprise-wide data governance practice and standardization.
  • Champion the adoption of a data-driven culture across the organization. Develop sustainable data models, build analytical capabilities, and identify innovation opportunities.
  • Contribute to the development of staff within the Data and Insights Department. Identify training needs and collaborate on new tools and processes.
  • Lead the development and implementation of an IO center of excellence in analytics supporting business areas by directly addressing their business questions by operationalize actionable analytics across teams.
  • Support capacity and technical development of business area teams where there exists federated practices..
  • Drive data analytics program to address key business questions that are part of IO’s corporate priorities
  • Collaborate and advise on the approach to analytics with ministry officials, consultants, and data specialists in industry and academia.  Operationalize actionable analytics across teams, develop sustainable data models, and identify innovation opportunities.

 

What we are looking for:

  • University degree in mathematics, statistics, data management/analysis, computer science, data science, engineering, business, or equivalent domain work experience is preferred.
  • Significant experience leading data and analytics teams.
  • Proficiency in Programming languages including SQL, Python, and R for data manipulation and analysis
  • Experience with Data Visualization and BI tools such as Power BI or Tableau.
  • Knowledge of Machine Learning and AI Familiarity with machine learning algorithms and AI techniques to drive predictive analytics
  • Knowledge of data platform designs and data management practices with understanding of ETL and ELT practices is an asset. 
  • Knowledge of delta lake, delta tables, Apache Spark using APIs is an asset.
  • Designing and deploying scalable analytics solutions with ability to monitor and optimize data solutions for performance and reliability is an asset.
  • Strong leadership and team management skills, excellent communication and presentation abilities, and a deep understanding of data analytics frameworks and industry practices.
  • Experience with Canadian public sector policies and data governance practices, including data privacy, is an asset.

The hiring range for this position is $120,500 – $180,800, with a corresponding job level of M3.  The exact compensation will align based on the skills, knowledge and experience of the candidate.
