IO’s Finance, Technology, and Lending Enterprise Team ensures that IO is a financially efficient and effectively managed organization and that the agency’s finances are monitored, reported, and managed appropriately. 

Position Summary:

The IT Applications Specialist will be fully accountable for resolving technical issues related to applications within the IO application ecosystem. They will manage, maintain and optimize business applications and work with integrated teams to offer technical and strategic solutions.

What You Will Do:

Application Lifecycle Management: 

  • Lead investigation of complex technical and business issues related business systems, ensuring their resolution and root cause identification within the defined SLAs
  • Ensure successful implementation of system enhancements, releases, patches, and fixes to deliver system performance, data integrity, and reliability
  • Lead the governance, development and operations of IO applications, ensuring adherence to defined standards, policies, procedures, and guidelines
  • Identify risks, recurring issues and trends to recommend changes to applications and/or processes.
  • Establish processes and protocols to effectively manage and optimize IO systems
  • Collaborate with business and other IT teams to understand strategic goals and application requirements
  • Develop and deliver training to support new and existing application features and capabilities
  • Manage vendor contracts ensuring value for money for IO
  • Provide after hours support of IO applications

Solutions Development :

  • Forge effective and trusted relationships with IT and business teams, supporting strategic objectives by analyzing requirements and presenting solution options.
  • Research and present solution options to technical and non-technical stakeholders at all levels of the organization
  • Utilize business requirements to design and recommend solutions
  • Oversee application changes, manage vendors, control the release process for applications, identify opportunities for business and application process improvements, and offer ongoing support for internal departments and external users providing expert strategic and technical advice
  • Develop and execute test cases

Vendor Management:

  • Responsible for directing and managing vendors and service providers ensuring adherence to IO processes and procedures.
  • Collaborate with teams and vendors to implement changes, enhancements, and troubleshoot issues to find solutions
  • Measure and manage vendor performance, validating KPIs and SLAs.
  • Supports the procurement of new vendors
  • Operationalize vendor agreements defining and implementing a governance structure and processes

What We Are Looking for:

  • Experience managing applications in a complex organization providing expert knowledge and support to the business and IT
  • Strong vendor and contract management experience
  • Experience in DevOps or Agile/Scrum methodologies
  • Extremely organized and able to structure work
  • Ability to handle multiple initiatives and prioritize competing demands in a dynamic, complex, fast-paced environment, to adapt quickly and to manage changing priorities
  • Strong presentation and negotiation skills
  • Excellent analytical, problem-solving and decision-making skills
  • Customer focused

Interviews will be conducted on a rolling basis until the position is filled. 

The hiring range for this position is $82,800-$124,100 with a corresponding job level of P4.
