We’re looking for a strategic and people-oriented leader who is passionate about unlocking the full potential of data. As our Data Governance Manager, you will play a pivotal role in shaping how we manage, protect, and leverage our data assets to drive informed decision-making across the organization. Reporting to the Director of Data and Analytics, you’ll lead the development and implementation of enterprise-wide data governance strategies, ensuring our data is accurate, secure, and aligned with regulatory and compliance standards. The Data Governance Manager is an implementation leadership role responsible for overseeing the implementation of a newly designed (in-progress) enterprise-wide Data Governance framework and operations. This role ensures that data governance activities are embedded across business processes such as stewardship and corporate use cases such as reporting and analytics, and expanding to other domains. The Data Governance Manager will work closely with Executive Sponsors, Data Owners, Data Stewards, Data Custodians, IT and data consumers to mature data governance capabilities and ensure alignment with organizational goals.  This is a renewed initiative for IO and there are clear opportunities to shape and influence the strategy and to move the organization towards evolving of our data maturity from the ground-up.

 

 

What You Will Do:

  • Support and lead the implementation of an enterprise Data Governance Committee in collaboration with business areas and IT.
  • Lead the development and implementation of enterprise-wide data governance policies, standards, and procedures to ensure data integrity, quality, and security.
  • Operationalize a hub-and-spoke model for data governance across Infrastructure Ontario (IO), enabling consistent practices across business units.
  • Collaborate with business lines to embed data governance practices that support operational and strategic objectives.
  • Coordinate with IT and business teams to ensure compliance with IO and Ontario Public Service (OPS) data management policies, directives, and standards.
  • Monitor data usage and access patterns to identify risks and opportunities for improvement; work with IT to ensure appropriate auditing and controls are in place.
  • Establish and track key performance indicators (KPIs) and metrics to measure the effectiveness and maturity of data governance practices.
  • Coach and train data governance team members including committee members, fostering a culture of continuous learning and capability development.
  • Design and deliver educational programs to raise awareness and promote best practices in data governance across the organization.
  • Engage with business leaders and data stakeholders to align data governance initiatives with broader organizational goals and priorities.

What We Are Looking For:

  • A degree in a program of study related to computer science, IT, information management, data management, management business analytics or equivalent work experience in data governance, data management, or a related field.
  • Strong understanding and experience in data management best practices, regulations, and compliance requirements
  • Experience and history of delivering a corporate or enterprise data strategy.
  • Experience in developing and monitoring corporate data governance policies and guidelines.
  • Experience in managing the agenda and workplans of a data governance committee or similar governance body.
  • Excellent communication and collaboration skills, with the ability to build strong relationships with stakeholders at all levels of the organization. Experiences in working with both business areas and IT as clients or a stakeholder is an asset.
  • Strong analytical and problem-solving skills, with experience developing innovative solutions to complex data problems
  • Certification in data governance or information governance is an asset.  (e.g.: Certified Data Management Professional (DAMA) / Data Governance & Stewardship Professional (ICCP) / Certified Public Sector Data Governance Professional (ICCP); Certified Information Professional (AIIM), Certified Information Systems Security Professional (ISC2))
  • Certification in project management is an asset. (e.g.: Certified Associate in Project Management / Project Management Professional (PMI), PRINCE2 Foundation/Practitioner (PRINCE2), Agile Certified Practitioner (PMI))
  • Knowledge of Ontario governments policies, directive and guidelines on digital, data and IT with experiences in implementing these are an asset.

This is a single contributor position with a salary band of $99,800 - $149,700 and corresponding job level of P5.
